Tigard Police Searching for Hit and Run Suspect

Tigard Police investigators are asking the help of the public in efforts to identify and locate the driver of a vehicle involved in a hit-and-run which seriously injured a motorist. Police have information possibly indicating the suspect vehicle which struck the victim and his vehicle may be a 1998-2002 Honda. Vehicle parts strewn in the area of the scene indicate the suspect vehicle is a carbon-gray color. The suspect vehicle will have damage to the passenger side front fender and bumper.

The incident took place at approximately 3:00 a.m. Saturday morning, November 12, 2011, on the shoulder of the ramp leading from southbound Pacific Highway to northbound Highway 217 in Tigard. The victim was attempting to change a flat tire when a vehicle came along and struck him. A roadside service employee, who was dispatched minutes earlier, found the victim and called 9-1-1. The victim, a 32 year-old Beaverton man, was transported by ground to OHSU. His present condition is unknown.

New City Manager Search Narrows

The Tigard City Council narrowed its search for a new city manager to two candidates - Martha (Marty) Wine and Derek Todd.

Beginning in May 2011, a nationwide search was conducted for a Tigard city manager by Alliance Resource Consulting LLC. A total of 87 resumes were presented to the Mayor and Council in mid-August. The field was narrowed to six candidates who were selected to participate in a two-day assessment center held September 16 and 17.

Ms. Wine received a Bachelor of Arts Political Science degree from Western Washington University and a Master of Public Administration degree from Seattle University. She began working for the City of Renton, Wash. in 2006 and now serves as the assistant chief administrative officer. Prior to this, Ms. Wine was a principal associate for Berk and Associates, a local and regional public sector consulting firm in Seattle, Wash. Her work experience includes serving as a senior budget analyst for the City of Bellevue, Wash. from 1997 to 1998 and as a King County, Wash. budget analyst from 1994 to 1997.

Mr. Todd received both his Bachelor of Arts Political Science degree and his Master of Public Administration City Management degree from Brigham Young University. His most recent position was serving as town administrator from 2005 to 2011 for the Town of Frederick, Colo. Prior to this, Mr. Todd was employed by the City of Renton, Wash. initially as a management analyst from 1998-2000 and then as assistant to the chief administrative officer from 2000-2005.

The Tigard City Council will meet in executive session at 6:30 p.m. on Tuesday, October 4, 2011. Immediately following the executive session council plans to convene a special business meeting to select the finalist and authorize staff to negotiate a contract.

Free Community Shred Event to Reduce Risk of ID Theft

The Tigard Police Department is once again partnering with Pride Recycling to host a free “community shred.” This is an excellent opportunity to securely dispose of household documents and other materials containing sensitive information. Shredding paperwork effectively can reduce the elements leading to identity theft.

The event is planned for Thursday, August 11, 2011 from 6:00 pm until 8:00 pm or until the truck reaches capacity. The weekday-evening event was so popular last summer that we decided to bring it back again. The event will take place in the parking lot of Tigard City Hall located 13125 SW Hall Blvd.

The Master Recycler Program is a $50, eight-week course beginning March 30 that teaches participants about the 3 Rs and how to teach others in return. The weekly evening sessions will be held in Hillsboro and the program also includes two field trip Saturdays.
Attendance at all classes and an agreement to complete 30 volunteer hours is required to be considered for Master Recycler Certification. The Tigard Library will celebrate National Gaming Day, Saturday, Nov. 13, with a gaming open house from 1 p.m. to 4:30 p.m. in the Community Room. At 1 p.m. visitors will have the opportunity to try the new Microsoft Kinect® body tracking add-on for the Xbox 360® and play video games on the Wii® and Xbox 360® in a gaming open house. At 3 p.m., librarians will host an interactive trivia game. All ages are welcome.
The event is part of Minds at Play, a year-long gaming series for people of all ages funded by a grant. The series provides opportunities for people to enhance their technology and strategic skills while socializing and engaging in some friendly competition.

The Library will also hold a Family Board Game Fun event on Friday, Nov. 12, from 2 p.m. to 4 p.m. Participants can play a variety of board games appropriate for children in kindergarten through fifth grade. Families can challenge each other to a quick game or stay for the full two hours.

Tree Grove Protection Program

During the Urban Forestry Master Plan process, residents identified “Developing a Tree Grove Protection Program” as a top priority for the community. That includes developing a program to preserve remaining groves of native trees through a flexible and incentive-based program.

An inventory of publicly and privately owned tree groves is underway. Property owners with a tree grove or portion of a tree grove on their land have been alerted to the process.

The Tree Grove Protection Program is one piece of a broader effort to update the city’s code provisions relating to urban trees and forests (street trees, parking lot trees, landscape trees, heritage trees, hazard trees, etc.)

We are looking for volunteers to help at-risk children with their homework, supervise activities and serve as positive role models. With your help, we can ensure that the children at our properties achieve academic success and have a safe place for play. Our volunteers must have a desire to work with children and are comfortable assisting with homework up to the 5th grade level.

Who We Are:
Community Partners for Affordable Housing (CPAH) provides safe and healthy affordable housing along with support and skill building activities to families in Tigard and Beaverton, OR. The After School Program we offer to resident children provides a welcoming place for study and play.

Our Kids:
We provide mentoring, tutoring, and homework help as well as games and crafts to 20-25 children who reside at one of CPAH’s low-income complexes. The program is open to students in grades K through 5th.

Days and Hours:
Our program runs Monday through Thursday, 3:00 pm – 5:00 pm. We prefer volunteers who are committed for at least a semester. Most volunteers come in 1 to 2 days a week (i.e. Mondays).

Pedestrian Struck By Pickup--Driver Speeds Off

The Tigard Police Traffic Unit is currently investigating a hit and run which occurred Thursday, September 16, 2010 at approximately 6:30 a.m. The incident happened at the intersection of SW 72nd and Varns St.

The witness stated the suspect vehicle is a red, full-size pickup truck. The truck had a noticeable hard cover over the pickup bed. It also had a spoiler which makes the appearance of the truck rather unusual. Prior to the incident, the suspect vehicle was traveling southbound on Hwy 217 and took the 72nd Ave exit.

Tigard Police is asking the help of the public to locate the suspect truck. Anyone with information is asked to call 503-718-2753. Information can also be sent to tips@Tigard-or.gov

Second Annual International Cultural Celebration Day

In observance of Columbus Day and the anniversary of the first contact between the Old and New Worlds, the Tigard Library will again host a musical celebration of a variety of cultural heritages. On Sunday, October 10, from noon to 6 p.m., the Library’s Community Room will pulsate with music representing some of the cultures that embody Oregon today.
The festivities begin with Ronnie Robins and his heartfelt samba-infused jazz at noon, followed by Giti Najafi with a performance of Persian dance and music at 2:30 p.m. The program will close with Andean flute music at 4:30 p.m. Participants can sample snacks representing a variety of cultures.

On Wednesday, Sept. 22, the Tigard Library will host a seminar by experts from Oregon AARP on job searching strategies and tactics for people who are over 50. From 1 to 4 p.m., a workshop will help job hunters learn to deal with the common stereotypes of workers over 50.

Aimed at both those who are currently unemployed and those looking to make a career move, the workshop will provide advice on how those over 50 can present their experience as assets to potential employers. Attendees will receive a job search packet with information, resources and tips.

Tigard Police investigators were able to identify the body which was discovered in the Fanno Creek near Tigard City Hall back on August 23rd. Sara Tigabu-Amberber, 25, was seen occasionally in Tigard and had a sister living nearby.

Beware of moisture in crawl spaces

Should I close my crawl space vents for winter?

We seem to get this question around this time every year. And, each year we say, “it depends.” On the one hand, air circulating under the house helps keep damaging moisture from accumulating. But leaving vents open in freezing temperatures can result in cold floors if there is not enough insulation present, or even worse, frozen water pipes.

“I’d avoid closing vents when you can,” said Rick Richart of Richart Builders and Remodelers in Vancouver. “Most crawl spaces have ground moisture even though they have a ground cover. Venting helps prevent the moisture being absorbed into building materials, such as the subfloor.”

When freezing temperatures are present, however, Richart and our energy counselors agree it’s time to close the vents. “Frozen pipes can happen when really cold air blows through the crawl space, especially if pipes are located near a vent opening,”

Tree removal to take out more than 2,300 trees in Tigard

A planned removal of more than 2,300 trees on private land near Hunziker Street in Tigard is expected to begin this week, more than a year after the city issued permits to clear the forested area.

Site preparation began late last week. The tree cutting is expected to take about three weeks, according to the city.

The 42-acre hillside, located between Hunziker and the railroad tracks west of Cherry Drive, is owned by retired Portland manufacturing executive Fred Fields. Fields also owns another property on the other side of the railroad tracks, which he's pushed to gain access to by extending Wall Street over Fanno Creek wetlands, hoping to sell that land for residential development.

For the property off Hunziker, crews will leave some trees to create a 50-foot barrier between existing neighborhoods near Cherry Drive and possible industrial activity that may arise on the site, according to the city.

The tree removal permit was granted by city staff, and did not require City Council approval, said associate planner Gary Pagenstecher. The permit authorizes the cutting of 2,310 trees.

Instances of large-scale tree cutting have raised concerns among some Tigard residents in the past. The city's most recent Urban Forestry Master Plan was adopted last year, and further revision of those rules is underway, according to the city.

Fall is a great time to rethink your water-thirsty lawn

1. Replace lawn with alterative seed mixes

Alternative lawn seed mixes contain low-growing, drought-tolerant plant varieties that require less mowing and irrigation once established. Sometimes called “eco-lawns,” these mixes combine grasses with a variety of other plants and flowers. For example, perennial ryegrass mixed with strawberry clover yarrow, English lawn daisy, Baby-blue-eyes and Roman chamomile creates a green, white, pink, and blue carpet of plant material. Micro-clover lawn is another variety. It is dark green, thick and feels good on bare feet.

2. Plant groundcovers

Groundcovers come in a variety of textures and colors – some even have flowers and berries. Groundcover varieties, such as Woolly Thyme, are often called “Step-ables.” These are great for planting in parking strips, between stepping stones and on paths. They feel good to walk on and don’t need to be mowed.

3. Choose shrubs and trees

Many homeowners are taking out their parking strip lawns and planting shrubs and trees, which add structure and definition to a landscape and invite birds into your yard. Once established, they generally require much less water than a lawn, and once established, don’t need much, if any, supplemental watering.

4. Love your lawn? Water it wisely

Traditional lawns requires about an inch of water weekly to stay healthy, but many people over-water. Get information about how to properly plant, maintain and water your lawn on the Regional Water Providers Consortium’s website, www.conserveh2o.org. You can also learn more about alternatives to turf and view a slide show of water-efficient plants.

Fall checkup for your hoses and faucets

A 1/16th-inch hole can waste 25,000 gallons a month

When was the last time you checked your hoses and outdoor faucets for leaks? As summer comes to a close it’s a good time to make sure your irrigation system is in good shape before you stow your hoses and sprinklers for the winter.

· Check your irrigation system and faucets for leaks. A hole just 1/16th of an inch in diameter in a hose or irrigation line can waste 25,000 gallons of water a month. A faucet that is dripping at the rate of 90 drops a minute can waste 288 gallons a month. The Consortium’s website has information and how-to videos on finding and fixing leaks.

· Consider the type of irrigation you use to water different parts of your landscape and garden. For example, soaker hoses are best for beds that are densely planted. Where plants are spaced apart, an irrigation system that uses individual emitters for each plant is the better choice – or, water by hand.

· If you have an in-ground sprinkler system, check to make sure the sprinkler heads water your plants and lawn and not the sidewalk or street. That’s water down the drain!

Prescription Drug Take-Back Event Scheduled For Tigard

Tigard City Council Learns More About Future Drinking Water Costs

On Tuesday, Tigard City Council was presented with a forecast of drinking water system costs for the next 20 years. Customer rates are projected to rise significantly as Tigard finally gains ownership of a drinking water source.

In August 2008, the Cities of Tigard and Lake Oswego agreed to merge their water systems. The Lake Oswego Tigard Water Partnership will upgrade and expand Lake Oswego’s existing water facilities to meet both communities’ future needs.

When the water system upgrades are completed in 2016, Tigard will receive 14 million gallons per day of treated drinking water from the Clackamas River. The improvements are timed to be ready before Tigard’s current water supply contract with Portland expires.

A preliminary estimate indicates Tigard’s share of capital costs to upgrade the Partnership’s major facilities will be $118 million. These costs will be funded through higher water rates and increased development charges. The project will be debt-financed, with both cities selling bonds to be repaid with interest over a 20 to 30-year period.

It’s not too late to “Go Wild--Oregon Style” at the Tigard Public Library’s Adult Summer Reading Program. Adults 18 and over can register for the program through Saturday, August 21, and learn how to play Library Bingo and win prizes.

People are welcome to attend the programs whether or not they participate in Summer Reading, but participants may win $100 gift certificates to the Broadway Rose Theater and the Grand Prize of either an e-book reader or $250 worth of Barnes and Noble gift certificates. Adult Summer Reading ends on Saturday, August 28.

August kicks off with concert rock violinist Aaron Meyer and his cutting-edge music on Wednesday, August 4, at 7 p.m. Meyers bridges world, contemporary, progressive rock and classic sounds.

On Monday, August 15, at 7 p.m., local author R. Gregory Nokes tells the story of the 1887 massacre of Chinese gold miners in Oregon’s Hells Canyon. Because of a cover-up, the crime was all but forgotten for the next 100 years, until a county clerk found hidden records in an unused safe. Nokes is the author of Massacred for Gold: The Chinese in Hells Canyon.

Fire District Bans Outdoor Burning

On Thursday, July 15th, the Washington County Fire Defense Board will enact a Burn Ban for Washington County. Effective tomorrow, Tualatin Valley Fire & Rescue (TVF&R) has instituted a Burn Ban for its entire service area including all nine cities and unincorporated areas within Washington, Clackamas, and Multnomah County.

The Burn Ban includes the following situations:

1. Backyard burning

2. Agricultural burning

3. Land clearing or slash burning (not associated with Oregon Department of Forestry jurisdiction)

The Burn Ban does not include the following situations:

1. Recreational burning (e.g., cooking fires, backyard pits.) Individuals intending to burn in this manner should use extreme caution.

2. Ceremonial fires or small fires used for religious or ceremonial purposes may be approved. This type of fire requires a permit issued by Tualatin Valley Fire & Rescue.

Individuals found to be in violation of these requirements during the burn ban may be issued a citation and/or found liable for any property loss and suppression costs resulting from a burning incident. Additionally, TVF&R urges residents to use extreme caution when using their legal fireworks and other fire materials this weekend due to warm temperatures and dry vegetative conditions.

TriMet Fare increase coming

Fare Increase Takes Effect Sept. 1, 2010

Most TriMet fares will increase 5 cents starting Wednesday, September 1, 2010. We increase fares every year or so to cover the increasing cost of doing business. The last fare increase was in September 2008.

This fare increase includes:

· a 5-cent increase for Adult, Honored Citizen and LIFT tickets

· a $2 increase for Adult and LIFT 1-Month Passes

· a $1 increase for Honored Citizen 1-Month Passes

· no increase for the 1-Day Pass or Youth/Student tickets and passes

· a 50-cent increase in the shipping and handling fee for TriMet Store orders (from $1.50 to $2)

National Night Out (NNO)

On Tuesday, August 3rd, neighborhoods throughout Tigard are invited to join forces with thousands of communities nationwide for Tigard’s 8th annual National Night Out (NNO) crime and drug prevention event. The event will involve over 10,000 communities from all 50 states. In all, over 34 million people are expected to participate. Some Tigard residents already have plans underway to participate.

Neighborhoods in Tigard are encouraged to host a function that will bring residents out and together. Some neighborhoods in Tigard will be hosting a block party, a cookout or some other type of social event. Others are organizing a dessert potluck. Tigard Police encourages neighborhoods to be creative and do something that will be fun and celebratory. A representative from each Tigard neighborhood is encouraged to register their event with the Tigard Police. Check our website www.tigard-or.gov/police for further details and registration forms. Registration also schedules visits by police and fire personnel to your neighborhood celebration.

A kick-off for the event will be held on Saturday, July 31stt from 11am until 1pm at the Target Store located at 9000 SW Hall Blvd. near Washington Square in Tigard.

TriMet adds extra MAX service for Fourth of July celebrations

Extra trains will run from 9 p.m. until the end of service to ensure riders can get to and from Fourth of July festivities. New this year is the Green Line for riders along I-205 and Clackamas County who want a convenient way to attend fireworks displays in the Portland area.

Student Art Will Be Cast in Burnham Street Sidewalks

Four Tigard students have been chosen to help design new sidewalks along the refurbished Burnham Street and Ash Avenue in the downtown. Contest winners are Louise Clark, Mary Graham and Ashley Kim of Twality Middle School, and Rosie Rogers (home school).

The students submitted drawings of the Western Pond Turtle and Red Legged Frog, sensitive species that live in nearby Fanno Creek. The students’ designs will be stamped into freshly poured concrete sidewalks along Burnham and Ash.

Summer is finally on its way, which means you’ll start spending more time outdoors maintaining and watering your lawn, garden and shrubs.

As you get the kinks out of your hoses and dig out your sprinklers, it’s a good time to learn about how to make the best use of water this summer. Water use can more than double in the summer, the time of year when rainfall decreases and there are limited water supplies stored in area reservoirs.

The Regional Water Providers Consortium is offering free watering gauges and timers this summer, which will help you keep your lawn and shrubs healthy while conserving water.

TVF&R - “Keep it Legal, Keep it Safe”

Firework stands open this week and TVF&R wants to remind the public to “Keep it Legal, and Keep it Safe” this 4th of July weekend. On average, TVF&R responds to approximately 50 firework fires each year and almost all of them can be prevented by using legal fireworks in a safe manner. Most firework-related fires are caused by careless use of fireworks or improperly disposing of used fireworks.

Keep It Safe

Even legal fireworks cause fires and injuries. Follow the tips below to help ensure your safety.

§ Only adults should light or handle fireworks. Supervise children at all times.

§ Store fireworks, matches, and lighters out of the reach of children.

§ Use fireworks outdoors on a paved surface, away from buildings, vehicles, and vegetation.

§ Never pick up or try to re-light a “dud.”

§ Never alter fireworks or make your own.

§ Have a hose nearby in case of fire and place “spent” fireworks in a bucket of water. One of the most common fires that TVF&R responds to involves “spent” fireworks placed in a bucket or grocery sack that rekindle and spread to fences, decks, and even homes.

The Tigard Library invites teens and adults to beat the heat this July by attending cool social gaming events in the air-conditioned library. Teens can show off their gaming skills at a rapid gaming relay during the Game Shark Game Fest on Thursday, July 1, from 5 to 7 p.m. in the Community Room. Prizes go to the highest scorers!

Board Game Days offer casual sessions of drop-in gaming for adults and teens on Saturdays, July 3 and 17 from 11 a.m. to 1 p.m. in the Conference Room. Chess, cards, Apples to Apples®, Scrabble® and Settlers of Catan® are just a few of the games to challenge playful minds.

Children in grades K through 5 can drop in for their own Board Game Fun every Monday afternoon in July any time between 2 and 4 p.m. in the Puett Room. A selection of popular, age- appropriate board games will be vary each week.

Metro Council, advisory committee adopt 25-year blueprint for region’s transportation plan

Joint Policy Advisory Committee on Transportation and the Metro Council each unanimously adopted the 2035 Regional Transportation Plan. The RTP is a 25-year blueprint for how the region invests federal, state, local and regional transportation dollars in a way that supports jobs, promotes safety, protects clean air, enhances neighborhoods and provides more affordable options for getting around the region and meeting everyday needs.

Though the RTP is a 25-year plan, it will be updated periodically over that time. The next update of the RTP will begin in 2012. More information about the RTP can be found online at www.oregonmetro.gov/rtp.

Tigard Library Games

The Tigard Public Library’s series of gaming events, Minds at Play, continues with an exciting summer line-up. Beginning on Saturday, June 5, the Library will host Board Game Day for teens and adults from 11 a.m. to 1 p.m. in the Conference Room.
articipants can bring their own games or play the library’s, including chess, Apples to Apples® and Scrabble®. These Board Game Days will be held on the first and third Saturday of the month from June through August.

Board Game Fun for kids and families will start on Monday, June 21, from 2-4 p.m. in the Puett Room. Kids can drop in anytime during the two hours to play board games. Different games will be available each Monday from June 21- August 16.

Because of a grant, The Tigard Library will offer several gaming opportunities throughout the summer, including Wii Sports for Boomers and Seniors on Monday, June 14, from 2 to 3:30 p.m. in the Community Room. Participants are welcome to bring their kids and grandkids for some friendly family competition.

Tigard Names Exemplary Citizens

A citizen’s selection committee has named Michael O’Loughlin (Individual) and the Tigard Police Reserve Officers (Organization) as recipients of the 2010 Exemplary Citizen Award. The award is presented to those who have made positive contributions to the city and its neighborhoods over the past year.

Mr. O’Loughlin was nominated in the individual category for his stewardship of the Mary Woodward Elementary School garden. Working with the city, Metro and local businesses and organizations, he’s developed the garden into a prime example of wetlands restoration and a valuable resource for students, staff and community members.

The Tigard Police Reserves are a group of talented and dedicated volunteers who put their own safety at risk so that others can live in a community worthy of being called “A Place to Call Home.”These service-oriented working adults epitomize the spirit of giving in our community. Tigard Police Reserves donate all their time and energy to enhancing the ideals of the Tigard Police Department – leadership, integrity, teamwork and service. They assist in providing Tigard residents with round-the-clock police services and significantly reduce the staffing burden of full time officers.

On Saturday, April 17th, a fundraiser to benefit Oregon Special Olympics will take place at the Red Robin Restaurant located at 10100 SW Washington Square Rd. in Tigard. The event is scheduled to take place from 11 am until 8 pm

Ten or more Tigard Officers will be participating in efforts to raise awareness and money to help support the Oregon Special Olympics. This event is considered to be one of the most essential fundraisers to help continue the important work of Oregon Special Olympics to provide year-round sports training and competition for children and adults with intellectual disabilities.

The event, fittingly titled “Tip-a-Cop,” is an opportunity for local law enforcement to help. Officers will assist wait staff throughout the day and find opportunity to speak to restaurant guests about the event and how they can help if interested.

On March 23, 2010 Tigard’s Mayor Dirksen proclaimed April to be Arbor Month in the City of Tigard. Arbor Day is a nationally-celebrated observance that encourages tree planting and care. Nationally, Arbor Day is celebrated the last Friday of April. In Oregon, the first week of April is known as Oregon Arbor Week. In Tigard, City Council encourages citizens to celebrate trees during April.

Mosquito Control for water features

In the April Cityscape we asked residents to reduce the mosquito population in standing water on their property. One was to do that was by stocking outdoor ponds with mosquito eating fish called Gambusia. PGE seeks price changes beginning January 2011

A filing today begins a 10-month public process designed to review PGEs request for an overall price increase of 7.4 percent. If, after a thorough examination of PGE’s costs and analysis, the commission approves hte request, a typical residential customer will see a monthly bill increase of about $6.70. About half of the requested amount will be spent on system investments to meet the growing energy demands of the region, including:

* Phase III of PGE’s Biglow Canyon Wind Farm project, which will help meet the state’s requirement that PGE derive 25 percent of its electricity from renewable resources by the year 2025.
* Federally-mandated improvements at our hydroelectric facilities on the Clackamas River, which will allow customers to continue to count on these low-cost hydro resources for decades to come.

McDonald Street / Hwy 99W Night Construction February 7-10

Northwest Natural will be repairing gas valves in McDonald Street just east of Highway 99W on Sunday, Monday, and Tuesday nights, February 7th through 10th. Work hours will be 9pm to 5am. This will affect traffic on McDonald Street, Highway 99W, and Gaarde Street. The traffic signal at the 99W/McDonald/Gaarde intersection will be turned off during the work. Flaggers will do their best to keep traffic moving, but delays are inevitable due to the high volume of traffic. All lanes will be open to traffic during the day, but extra delays may occur. All businesses will remain open throughout the work.

Drivers are advised to use alternate routes to avoid the construction area while work is in progress.

Power Outage This Morning, 12/6

Some of you may have experienced the power outage this morning, which was apparently caused by some branches on the lines on Hall near Durham, across from the Plaid Pantry. There was a short outage around 9:07am for about 30 seconds or so, and a longer outage starting at about 9:37am until about 10:50am. This is a good reminder to make sure you have your winter weatherizing done and power outage plans ready. Also, remember that gas cooking and heating appliances should not be used indoors due to poisonous fumes (carbon monoxide).

Burnham Street Groundbreaking Ceremony Oct 20th

Please join Mayor Craig Dirksen on October 20, 2009, at the corner of Burnham Street and Ash Avenue from 3:00 – 4:00 p.m. to celebrate the start of a New Burnham Street!

There is a lot to celebrate on Burnham Street:
• Construction bids were well-below what was expected. The City will be able to construct a new Burnham Street as envisioned in the Tigard Downtown Improvement Plan (2005). The Plan outlined a “green”, pedestrian-friendly street showcasing Tigard’s vision of its downtown as a vibrant urban village close to amenities and transportation.
• This will be Tigard’s first “Green Streets” project. One of the “green” amenities is the use of stormwater treatment planters.
• On September 22, 2009, a construction contract was awarded to Kodiak Pacific Construction Co. for the New Burnham Street Project.

Plans call for widening and reconstructing the roadway and adding on-street parking. Pedestrian-friendly features include sidewalks, benches, new street lights, street trees, and landscaped gateways. The Burnham Street project will also:
• Spur future development in the Downtown;
• Connect Ash Street to the Commuter Rail Park & Ride;
• Improve a segment of Ash Street that adjoins Burnham;
• Improve access to the Fanno Creek Park and trail system; and
• Open new development sites for jobs, housing, and other new uses.

For years, planning has been underway to rebuild this key route connecting City Hall with Downtown, between Hall Boulevard and Main Street. Access to area businesses will be maintained throughout construction. Construction updates, information about lane closures, detours, and other temporary disruptions are available at www.tigard-or.gov/Burnham.

City of Tigard Names New Police Chief

City Manager Craig Prosser, recently announced his appointment for a new police chief for the City of Tigard. Former Assistant Chief Alan Orr will assume his new role as Chief of Police effective November 24th. That day coincides with the planned retirement of Bill Dickinson, the current Police Chief. Dickinson announced his retirement in August and Orr was appointed as Interim Chief of Police at that time.

Trees and Neighbors

I'm interested in hearing if anyone else out there has issues with trees and their neighbors, and how to reach amicable agreements and keep things friendly. Are there any laws in Tigard concerning trees and branches and property lines? I searched the city website and found a note that says Tigard City Codes do not cover trees on private property. Is there any other authority? I know from the city newsletter that we have dispute resolution people available.

Is someone lax in pruning their tree? Did your neighbor just hack half your tree off at the property line? Does your neighbor blow the leaves from your tree onto your yard?

Man With Knife Robs Shilo Inn Clerk

On Sunday, September 27th at approximately 2:15 p.m., a lone man threatened and robbed an employee at a Shilo Inn in Tigard. The hotel is located at 10830 SW Greenburg Rd.

Information obtained by Tigard Police indicates that the suspect entered and remained in the lobby area of the hotel for a few minutes prior to carrying out the robbery. While in the lobby area, the suspect had made occasional and casual inquiries about the hotel directed to the 28 year old female desk clerk that was working at the time. When no others were in the area, the suspect approached the victim, displayed a knife and demanded money. The robber then left with an undetermined amount of money and fled on foot.

The suspect is described as a white, 20s to early 30s, approximately 5’10” and thin build. At the time of the robbery he was wearing a dark green cap, blue jeans and a light brown sweatshirt. His face was pock-marked and unshaven. The suspect also had a black and yellow screwdriver tucked into the waistband of his pants.

Tigard Police contained the area immediately after the robbery was reported. A K-9 track was conducted with no suspect apprehended.

Hall Blvd. Sidewalk Improvement Begins Sept. 23rd

Sidewalk construction on the east side of Hall Boulevard from Bonita Road to 600 feet north, begins September 23, 2009. The project will provide a better walking route for pedestrians by replacing missing or damaged sections of sidewalk. New pavement, storm drainage and the addition of a left-turn lane onto Greensward Lane are also part of the project.

These much-needed improvements are funded through a $270,566 grant from the State (a Pedestrian/Bicycle Improvement Grant) and $66,000 from the Gas Tax Fund. The city expects all the work to be completed by November 14, 2009.

TVFR PLANS TRAINING BURN NEAR COOK PARK

Clean Water Services and Tualatin Valley Fire & Rescue (TVF&R) will be joining forces to clear a parcel of non-native weeds and brush on September 14. The event is also an opportunity for local firefighters to hone their brush and field firefighting techniques. Already this summer, TVF&R crews have battled a handful of brush fires and crews expect to see more before cooler weather arrives.

The property is located just east of Cook Park at the end of SW 85th Street. Clean Water Services owns the property and is restoring it as an oak savannah. TVF&R will help them do so by setting small brush fires. The goal is to burn off the non-native vegetation which will allow native species to return and thrive.

Hot and dry conditions this time of year produce ideal training circumstances because smoke rises rapidly and fuels burn quickly. If weather conditions are not favorable for a safe burn, fire commanders and Clean Water Services advisors will cancel the event.

TVF&R conducts brush fire training every two years. Past burns have taken place in the Stafford basin, at Brown's Ferry Park in Tualatin and on Cooper Mountain west of Beaverton.

Tigard Public Library Offers Job Seekers' Workshops

The Tigard Public Library will hold a series of workshops in September to help job hunters polish their resumes and develop networking skills. Two of the workshops will focus on resume writing.

On Wednesday, Sept. 16, from 2-3 p.m., career counselor Tanya Maldonado will present “Resumes: Identify Your Skills.” The training will teach people how to effectively market their skills in their resumes.

On Friday, Sept. 18, from 2-3 p.m., Maldonado will present “Resume Rules,” which will cover the basic rules of good resume writing. The session will also explore formats to highlight a person’s qualifications and describe transferable job skills for those seeking a new career.

On Monday, September 21, from 7-8 p.m., Dr. Sean Harry will host a workshop on Networking Tips for Job Seekers. Dr. Harry, a career management professional, will offer networking tips and resources for job seekers in various stages of their careers.

Tigard Police Chief Announces Retirement

William Dickinson, Police Chief for the City of Tigard announced he will be retiring this fall. After nearly seven years, Chief Dickinson draws a close to an accomplishment rich run as Tigard’s Police Chief.

Chief Dickinson began his career with Tigard Police as Chief of Police in 2003, replacing then retiring, Ron Goodpaster. Chief Dickinson came to Tigard as a law enforcement veteran from Washington State, where he served as the Police Chief for the City of Burien as well as a King County Precinct Commander. Chief Dickinson served in just about every capacity of law enforcement including K-9, SWAT, Narcotics and Investigations. To date, Chief Dickinson has served 38 years as a law enforcement member.

“Bill has done a great job for the City of Tigard by partnering with citizens and the business community to enhance the safety and security of Tigard’s residents, businesses and visitors.” City Manager Craig Prosser remarked. “I will miss him greatly, but I will rest easy thanks to the well-trained police team he built and the commitment of the department to earn the public trust and confidence through their professionalism.”

Chief Dickinson established a mission statement for the Tigard Police Department. Chief Dickinson’s mark of accomplishments included; improved management practices and use of technology, modernizing and updating equipment and vehicles, improved staffing levels and training rich work environments, expansion of community policing programming and practices as well as expanded programming focusing on our youth in the community.

Along with the announcement of his retirement from Tigard Police, Chief Dickinson has chosen to pursue his other interests.

City Manager Craig Prosser has designated Assistant Chief Alan Orr as acting Police Chief until a permanent replacement is appointed.

Tigard Library's World Music Concert and Film Series Continues in August

The Tigard Public Library’s World Music Concert Series continues Sunday, Aug. 9 at 5 p.m. with a free concert of Latin-Cuban music by Son Cubano with Virginia Lopez and Ivan Alamo. On Sunday, Aug. 23 at 5 p.m., Njuzu Mbira will play a free concert featuring the music of Zimbabwe.
The concerts will take place outdoors at the Gazebo behind the Library. If it rains, they will be held in the Community Room.

Kaiser Pemanente breaks ground on $360 million Westside hospital

Construction began this week on the first new hospital to be built in Washington County in four decades, as Kaiser Permanente officials hosted a ground breaking ceremony on the future site of their company's full service health care facility in Hillsboro.

Oregon Governor Ted Kulongoski, a self-described "card carrying member of Kaiser Permanente for more the 20 years," joined Kaiser management and invited guests at the festive event.

The Governor thanked the company for investing $360 million to build the new hospital, which he said is "especially welcome during these difficult times," and credited Kaiser with providing "quality health care at affordable costs."

"Even during tough economic times, we cannot afford to go backwards," Kulongoski said.

Kaiser officials estimated the construction project will provide as many as 2,000 construction jobs during the next four years and will add another 1,100 permanent family wage jobs in Washington County.

When construction is completed in 2013, Kaiser's new hospital will occupy 280,000 square feet on a 15-acre site at the corner of Evergreen and Stucki in N.E. Hillsboro.

The facility will initially provide 126 hospital beds, 27 treatment rooms and eight operating rooms, but could eventually expand to provide 240 beds.

"This is a great investment that we are making in this community," Kaiser Regional President Andy McCulloch said Wednesday, "And we are going to be working hard to make this a shining star in providing quality health care in this country."

This year marks the 25th anniversary of the Festival of Balloons in Tigard. The event takes place in Cook Park over this entire weekend. Enjoy colorful and fun hot-air balloons, tasty food and a BBQ competition, carnival rides, the Festival of Cars, the community stage with lots of music, and the "night glow" show.

Tickets can be purchased on their website or at the gate. Admission is $5. There is no entry to Cook Park without paying the festival admission.

The full schedule can be found on the above website, but the balloon launches only happen between 5:45 - 6:15am. A bit tough on night owls like me to get up that early!
